Development Viability Guidance

We are consulting on draft Affordable Housing and Development Viability London Plan guidance (LPG) and want to hear your views!

Delivering more genuinely affordable housing is a key strategic issue for London. Maximising delivery is critical to meeting the housing needs of London and maintaining the function and resilience of the city.

The draft Development Viability LPG, together with the draft Affordable Housing LPG, build upon policy of the London Plan and are further steps towards ensuring that development proposals assessed through the planning system provide as much affordable housing as possible. The draft Development Viability LPG sets out how viability assessment should be carried out to be in accordance with the London Plan to maximise planning contributions from development, and should be referred to where an applicant, a planning authority or the Mayor needs to rely on development viability-related information. It should also be taken account of by planning authorities where area-wide viability testing is being carried out.

The draft Development Viability LPG is being consulted on alongside the draft LPG Affordable Housing. All consultation events planned for this LPG will focus on both documents. Please join us for an event and share your views by completing our survey below.

What has happened so far  

Work started on the draft guidance in 2021. It has been developed using the expertise of the Mayor’s Viability team and through informal discussions with representatives of community groups, the development industry and London’s local planning authorities.

What happens next 

All feedback will be reviewed and a consultation summary document will be published alongside the final guidance.
