A key objective of the London Plan is to ensure London’s competitiveness now and in the future. This means it should have world-class digital connectivity. Fast and reliable digital connectivity is essential in today’s economy and in every aspect of how people live and work and participate in society. London’s current digital capability and capacity is facing challenges, including inequalities in the delivery of digital infrastructure and digital exclusion.

The London Plan through - Policy SI 6 on digital connectivity infrastructure – seeks the right levels of connectivity, coverage and capacity to meet user needs and avoid reducing mobile connectivity in buildings and surrounding areas.

The draft Digital Connectivity Infrastructure (DCI) guidance seeks to improve digital connectivity infrastructure delivery through the planning system for both new and existing development and supported through plan-making across London.London relies on it's digital connections

The guidance supports the policies of the London Plan, setting out:

  • key requirements for developments to provide/support DCI delivery
  • how to avoid impacts on existing DCI, addressing impacts of stand-alone DCI
  • guidance for plan making
  • guidance to help steer industry and LPAs to work more closely to address any gaps in network coverage and capacity across London.

What has happened so far

Work started on the draft guidance earlier in the year. It has been developed using the expertise of the Mayor’s London Plan team, Digital Connectivity Team and the consultancy, Arcadis. Early targeted engagement with key stakeholders including London’s planning authorities and industry representatives such as telecoms operators, their agents, and developers has informed this draft guidance.

What happens next

All feedback will be reviewed and a consultation summary document will be published alongside the final guidance.
