What is the London Plan and what does it do?
The London Plan is the Spatial Development Strategy for Greater London prepared by the Mayor of London. It sets out the Mayor’s vision for how London should grow over the next 20-25 years.
The London Plan guides decisions on the future development and use of land across London and helps coordinate growth, infrastructure and investment across the city.
The Plan sets out policies relating to a wide variety of issues, including how new development should be designed, the type and number of new homes that should be planned for, how we can encourage active and sustainable travel, how we can make London greener, and how we plan for a fairer economy.
The London Plan forms part of every borough’s development plan, meaning that it must be taken into account when planning decisions are being made in London. Boroughs’ own Local Plans also need to be in ‘general conformity’ with the London Plan, so that all boroughs are playing their part in helping to deliver the Mayor’s vision for Good Growth.
The London Plan 2021 was adopted by the Mayor in March 2021.
Who can respond to the consultation?
Anyone can take part in the consultation. We welcome views from Londoners, businesses, community groups, developers, planning professionals, boroughs, public bodies and other stakeholders. You do not need to be a planning expert to submit a response.
Why should I take part?
The London Plan will help shape how London grows over the coming decades. Your views can help ensure that the Plan reflects the needs and priorities of London's communities, businesses and stakeholders.
How can I participate?
You can participate by reviewing the draft London Plan and supporting documents and submitting your views through the online consultation platform. You can also attend one of our consultation events to learn more about the proposals and ask questions.
Please note that attending an event or contacting us with an enquiry does not count as a formal consultation response. To ensure your views are considered as part of the consultation, you should submit a response through the consultation platform (strongly preferred). How do I respond to the consultation questionnaire?
The consultation questionnaire is organised by chapter. You can choose to respond to individual chapters rather than completing the entire questionnaire at once.
After submitting your response for a chapter, you can return to the consultation home page and select another chapter to continue providing feedback.
Please note that responses cannot be saved and once you have submitted your response to a chapter, it cannot be edited or changed. Your submission for that chapter will be treated as your final response. You may therefore wish to prepare your response separately, before inputting it into the questionnaire and submitting it.
Where can I send queries for this consultation?

What if I need the document in another format or language?

What happens after I submit my response?
All consultation responses received during the consultation period will be reviewed and considered by the Greater London Authority. Responses will help inform revisions to the Draft London Plan before it progresses to the next stage of preparation and examination. The Planning Inspector will also require a copy of all comments.
Will my response be published?
The purpose of this consultation is to seek views on the Mayor’s proposed Draft London Plan policies.
To take part in the consultation, you may be asked to provide contact details such as your name, email address, telephone number or postal address. These details will be kept secure and processed in accordance with UK data protection legislation and the GLA’s Privacy Notice.
Consultation responses may be published in full or in part as part of the consultation process and public record. This may include the content of your response and, where appropriate, your name and organisation.
Please do not include personal information in your response that you would not want to be made public. This includes personal information about yourself or another person, unless it is necessary for your response and you are content for it to be considered as part of the consultation.
We will not normally publish personal contact details such as email addresses, telephone numbers or postal addresses. We may also redact personal data, sensitive information, or inappropriate material before publication. However, some information may need to be retained by the GLA for consultation, legal, audit or record-keeping purposes, even where it is not published.
The GLA may use digital tools, including AI-assisted analysis, to help process, organise and analyse consultation responses. Any use of such tools will be subject to appropriate safeguards and contractual arrangements, including data protection requirements.
Responses will be processed in accordance with UK data protection legislation and the GLA’s Privacy Notice.
What is the consultation period?
The consultation will run from 16 July – 15 October (17:00). Responses must be submitted before the consultation closes to be considered.
What is not a consultation response?
Attending a consultation event, asking a question at an event, or emailing general enquiries does not automatically count as a formal consultation response. To ensure your views are considered as part of the consultation, you should submit a response through the consultation platform.
What consultation has been held before now?
We held a consultation in May 2025 which sought your comments on ‘Towards a new London Plan’: a high-level document that set out a range of potential policy ideas for the London Plan). We have since reflected on these to help us develop the Draft London Plan. Having done so, we are now looking for your feedback on the Draft Plan.
What is ‘legally compliant’?
Before a London Plan can be adopted, it must comply with a range of legal and procedural requirements. These include statutory consultation requirements, sustainability appraisal and strategic environmental assessment obligations, equalities duties, habitat regulations assessment where applicable, and other legislative duties placed upon the Mayor in the Greater London Authority Act 1999 and Town and Country Planning (London Spatial Development Strategy) Regulations 2000. Compliance with these requirements is considered by the Inspector as part of the Examination in Public.
What are the ‘tests of soundness’*?
Once legal compliance has been established, the Plan is assessed against the four tests of soundness set out in national planning policy.
The ‘tests of soundness’ are criteria a planning inspector uses during an examination in public, to judge whether a Plan is fit for adoption. To judge whether the new Draft London Plan passes these tests, respondents will need to consider whether it meets these test (which are summarised below):

How will responses to the consultation be analysed?
Please note: representations submitted through this consultation may be processed and assessed using an artificial intelligence (AI) tool. The AI tool will assist in analysing responses to identify key themes and issues. Where there is supplementary information, software may be used to condense wording to a manageable extent for analysis. All outputs will be reviewed and validated by planning officers before any conclusions are drawn.
