Engagement on the Be Seen Energy Monitoring Assessments Guidance has now ended.

Equipment inside an energy centre The Mayor is committed to London becoming a zero-carbon city. This will require reduction of all greenhouse gases, of which carbon dioxide is the most prominent. To truly achieve net zero-carbon buildings, we need to have a better understanding of the actual operational energy performance of buildings and work towards bridging the ‘performance gap’ between their design and actual energy use.

This guidance provides further details on the ‘be seen’ stage of the energy hierarchy set out in the Mayor’s emerging London Plan which requires monitoring and reporting of the actual operational energy performance of buildings for at least five years post construction.

The guidance is aimed at those involved in the planning, design, construction, delivery and operation of development. It includes a reporting template which applicants will be expected to use. It applies to major developments and sets out what each responsible party needs to do to comply with the policy from the inception stage of a development to full occupancy.

This page is a record of the engagement activities we undertook in developing the Be Seen Energy Monitoring Assessment guidance. It contains draft versions of the guidance and related documents. An alternative version that is accessible for screen readers is also available.

What has happened so far

The guidance has been developed with technical expertise from Verco and through engagement with a wide range of stakeholders including developers and industry experts. UCL has provided support in developing the “be seen” monitoring portal.

The draft guidance was also published for information in April 2020.

We carried out engagement on the Be Seen Energy Monitoring Assessment guidance and received a range of helpful feedback. This has informed the final version of the guidance, which has now been published.

The energy hierarchy and associated targets. The hierarchy is 1) Be learn: use less energy (Energy efficiency target); 2) Be clean: supply energy efficiently; 3) Be green: use renewable energy (35% on site carbon reduction); 4) Offset (Zero carbon target)A person using an energy meter.

    London Plan Guidance Consultations Closing: 15 January 2021
