The consultation draft Fire Safety London Plan Guidance (LPG) sets out how applicants should demonstrate compliance with London Plan Policies D12 Fire Safety and D5(B5) Inclusive design (evacuation lifts) in order to demonstrate their schemes achieve the highest standards in fire safety. The Fire Safety LPG reiterates that the fire safety of developments needs be considered from the outset to ensure the most successful outcomes are achieved for building occupants and users. It is essential fire safety measures and the evacuation strategy are integral to the overall layout and design of a development, rather than considered for the first time at Building Control stage.
The guidance confirms that planning officers are not experts in fire safety, therefore the onus is on the applicant and the fire safety expert to demonstrate compliance with the London Plan fire safety policies. This draft LPG provides template forms for the applicant to easily provide the required fire safety information and for planning officers to check that information has been provided against each relevant policy criteria.
What has happened so far?
Draft pre-consultation documents that set out some initial guidance to support the implementation of London Plan policies D12A, D12B and D5(B5) have been published for information only. These documents aimed to provide developers, planners, fire safety experts and Londoners with an awareness of what information is required to support the London Plan fire safety policies. In addition, on 01 August 2021 the Government introduced Gateway One for qualifying planning applications.
This guidance has been prepared by the Greater London Authority (GLA) in consultation with the London Fire Brigade and drawing on access, Building Control and fire engineering expertise.
How can you take part?
We would like to get your feedback on the Fire Safety LPG. Please tell us your views by completing our survey below. The consultation will close on Monday 20 June 2022. We will be running consultation events on the guidance aimed at planners, developers, fire safety specialists, borough officers, community groups and the general public.
