The consultation on the draft Industrial Land and Uses London Plan guidance (LPG) is now closed

The consultation closed on Wednesday 28 February 2024.

Industrial land plays a vital role in supporting London’s economy, infrastructure and the way we live. This guidance will help to ensure that sufficient industrial space that is fit-for-purpose is planned for.

Industrial land is crucial to the running of London. Changes in the way we live and shop have increased competition for industrial land, and demand is increasing for modern and accessible workplaces with a focus on sustainability and efficient use of land.

However, the London Industrial Land Supply (LILS) study showed that between 2001 and 2020, the industrial land stock has declined by 18 per cent or 1,500 hectares, largely to accommodate housing. It also found increasingly low levels of vacant industrial land, making it harder to find space for industrial uses.

In response to the above and relevant changes to planning regulations, this LPG provides advice on key planning aspects for industrial development. This should help to plan to meet demand for industrial land for a variety of industrial uses and support developers in designing and boroughs in assessing these industrial buildings.

The draft Industrial Land and Uses LPG aims to support planning authorities and applicants by:

  • providing clear definitions for terms relating to industrial development
  • providing clarity and consistency for assessing ‘sufficient supply’ to meet industrial demand
  • considering strategic industrial intensification and co-location opportunities on designated industrial land
  • setting out strategic guidelines for the development, assessment and determination of industrial schemes.

What has happened so far

This LPG has been drafted by the Mayor’s London Plan team, also reflecting on findings of the LILS study. The LPG has been informed by the expertise from its internal Industrial Officer Coordination Group, from industrial sector groups such as the Industry and Logistics Sounding Board and the New London Architecture (NLA) Expert Panel on Industrial and Logistics and from London borough officers, including the Industrious London Officer Network.

All feedback will be reviewed and a consultation summary document will be published alongside the final guidance.
