What is the London Views Management Framework London Plan Guidance and why do we need it?

The London Plan designates a number of strategic views across London toward one or more of the city’s most iconic landmarks that help a viewer to understand London’s topography and history. The London Views Management Framework London Plan Guidance (LVMF LPG) document provides guidance on how development visible from these Viewing Places should be designed and assessed during the planning process so that Londoners can continue to enjoy these cherished views in future years.

Strategic views cross borough boundaries, and it is therefore essential that a consistent approach is taken to the protection and management of these views. The LVMF provides an important tool for cross boundary coordination in the development process between plan-making authorities and their decision making. Plan-making authorities should also use the principles of the LVMF criteria, terminology and assessment methodologies for the designation and management of local views.

This guidance supports the application of both the London Plan 2021 and draft London Plan 2026. In doing so, it relates to the following policies in the London Plan 2021:

• Policy HC3 Strategic and Local Views

• Policy HC4 London View Management Framework.

The draft London Plan 2026 proposes replacing these policies with Policy PV8 - Strategic and local views. When the draft London Plan is formally adopted, Policy PV8 will become the relevant statutory policy that the LVMF LPG supports the implements of.

How has this guidance been prepared?

This guidance has been prepared by the Greater London Authority (GLA) in consultation with the London boroughs, Historic England and townscape consultants. It has been prepared in accordance with the Public Sector Equality Duty and an Equality Impact Assessment has been produced which can be viewed in the document library on the right hand side of this page. Please share your views on our assessments and any potential equality impacts by completing the survey below. We have also undertaken a Strategic Environmental Assessment (SEA) screening of the LVMF LPG which you can viewed in the document library.
